Four phases in the event of a disaster. Preparation It is the period when we prepare the action plans and when they are put to the test, other arrangements are taken in preparation of a disaster. It is during this phase that the Emergency Operations Centre are established and agreements are made to help each others. The municipal coordinator of the emergency measures careful identify human and material resources which can be called to provide assistance. Immediate response The phase of immediate response begins with the declaration of the emergency/disaster and remains in place until the beginning of the control of the situation. This period can be of a few hours or several days. It is during this phase that the respondents are put in action and the emergency preparedness plan is activated. Initial recuperation The phase of initial recuperation follows the response phase and some times are cross-check. It is during this period that the temporary installations are made. Long term re-establishment Once the urgency/disaster passed, the long-term re-establishment begins. This can include the things like the re-establishment of the transport and the telecommunication systems, the rebuilding of damaged equipment etc...
